I don't think the killers cauterized their own victims. Or, else we'd have five or so people with that knowledge under their belts.

I think there's an alpha. I think that alpha is directing everyone. One wolf could be cauterizing everyone, or one wolf could be directing the other wolves to cauterize with their expertise.

It's true, all the headless victims were killed with different instruments. And, likely, by different people.

It's actually unlike what happened to Homelander.
